I write to you, less than a week away from That Dreaded Day, bringing new information that the Office has gathered since early January; I hope that these findings will guide you closer towards the truth and that it will foster the effort to safeguard the Fleuralian people.
Four agents by now have been burdened by Rose Bulbs, each of them finding themselves in comprising missions but never actually having come into contact with 'infected people'. Witness testimony and whatever evidence we mustered points us to one single conclusion: these people were targeted purposefully, in a way that no simple disease or curse could cause. This is a time-sensitive matter, as the more we investigate the more the OUS -and to an extent, Blue Book- finds itself being antagonized by local community authorities.
Allies embedded deep within the underground esoteric Fleuralian community have registered an uptick in activity, regarding ancient artifacts and tomes. Originally believed to have been part of Fleuralian efforts towards rearmament. A surprising lack of a paper trail has given investigators doubts about the origin of this activity, and Enhanced Interrogation Techniques have not given us enough information, although more findings are possible with our current leads.
Suspected parties(species) in the Rose Bulb investigation include:

Suspected parties(species) in the Rose Bulb investigation include:
Alraune: Would be the most obvious instigator, a pretty reasonable connection after all. If you've read the attached files to the case, the more painful deaths pertaining to Rose Bulbs have all involved severe growths and deformations, the most notable of which is the growth of flowers -the victim's favorite flowers usually- inside the body. With the nature of these deaths and of Rose Bulb symptoms it would be credible for this 'disease' to be the doing of a group of Alraune, however we must also remember that their anti-social nature makes such a wide-scale operation hard to believe.

Trestle Hags: The community of Trestle Hags has many signs pointing to their complicity in the case. Time and time again we have come into hostile contact with them; they possess a large amount of magical knowledge, which would be needed to create such extensive transformations; and their unity (especially compared to the Alraune) makes them the prime suspect for the spread of Rose Bulbs. The main thing casting doubt across this theory, is the fact that their Modus Operandi varies differently from what we've seen in the case. Very public and time-sensitive curses do not line up with their behavior.

Cherubim: We have kept an eye on the Fleuralian clergy ever since the recent obstructions during our investigations. The fact that the perpetrators located our agents cannot be overlooked, and this is the argument for pointing to the group closest to the intelligence community. Furthermore, although the uptick in underground esoteric activity has been mostly detached from the official Fleuralian parties, we might be looking at a false negative, since our recent confrontations have shown quite a heavy hand when they deal with secrecy.
